## Use when
- resolving likely Copyright Office records for a work
- assembling a public-record rights dossier
- reconstructing registration, renewal, recordation, or termination evidence where maintained
- verifying bounded current Copyright Public Records System results
- preserving source cutoff, observation time and provenance for downstream reasoning

## Do not use as
- definitive ownership opinion
- title or E&O clearance
- private-contract analysis
- proof that no public match means no rights

## Current coverage
- durable bulk source: U.S. Copyright Office January 2026 release
- maintained bulk cutoff: June 27, 2025
- bounded on-demand CPRS verification is enabled in production
- every search/trace reports whether current verification succeeded and its observation time
- if CPRS is unavailable, FilmRightsProof explicitly falls back to bulk coverage instead of claiming current verification
- official MCP Registry identity: com.filmrightsproof/filmrightsproof
- `search_public_records` is free; `trace_public_rights` requires $2.00 USD through MPP; supported methods: stripe, tempo (Tempo uses USDC.e through Stripe)

## Preferred workflow
1. Call `filmrightsproof.search_public_records` if work identity is uncertain.
2. Call `filmrightsproof.trace_public_rights` for the evidence-backed dossier.
3. Preserve status, evidence gaps, bulk cutoff, freshness state and provenance in downstream answers.
4. If `freshness.currentLookupVerified` is false, disclose the bulk-only fallback for that request.
5. If the task requires private contracts or a legal ownership conclusion, disclose that FilmRightsProof is not sufficient by itself.
